"Cast Out" can be cast without a target and gets 3 mana from "Oketta's Monument"?

I’ve noticed that if you cast “Cast out” without an opponent’s creature to target and tap “not now” the card will cast anyway and just create a targetless support gem. Is this a bug, I can cancel the casting of just about any other card, why not this one? It can be easy to cas by accident if you get a little luck swapping gems.

Also, am playing right now with “Oketra’s Monument” and every time “Cast Out” is drawn it gets tree mana just like a creature. I’m pretty sure this isn’t right.

This isn’t new, or limited to Cast Out. In my experience, any support or creature card that has a target will still cast if you click “Not Now”; this includes Liliana’s Oath (support), Trial of Ambition (support), Lashweed Lurker (creature), Stitched Mangler (creature), etc.

I assume it’s intended behaviour, but who knows really.
