Hixus, Prison Warden states - “When an opposing creature deals combat damage to your Planeswalker: That creature is Disabled as long as this card is in play.”
Valkmira, Protector’s Shield states - “While on the board: Your creatures and Planeswalker gain hexproof and Prevent damage” (also lists conditions where the hexproof and prevent damage are lost for a turn)

Cards with Prevent Damage cannot receive damage through spells and abilities. Their Toughness can still be reduced through Toughness reducing abilities.
When both Hixus, Prison Warden and Valkmira, Protector’s Shield are in play on the same side, the opposing creature will still get disabled by Hixus when attacking, even though no combat damage was dealt (assuming one of the various triggers on Valkmira, Protector’s Shield removing hexproof/prevent damage for a turn was not triggered).
I would assume prevent damage would stop abilities and effects from triggering “on damage dealt” because no damage is getting dealt. Is this Working as Intended? It’s ultimately a niche scenario but could prove annoying if it’s not consistent across other cards, now and in the future.
