You are doing fantastic. Your focus right now should be IM35, M. Storm, and either Hawkeye or Widow. Your 1* covers will be the toughest you have for a while. The 2* covers will be a slower trickle. Take a look at the link below for an excellent starting guide.
Yeah, you’re where you should be, maybe a little ahead of the curve considering your higher-level characters. For now, focus on leveling IM, MBW, Storm, and to a lesser extent Hawkeye – the last guy you’ll likely sell at some point, but for goon fights he’ll be helpful. Once you start filling out your Thor covers, put ISO into him. Sell Yelena if you need the roster space.
Wow, I had about the same levels when I was playing but you have more rosters than I did. You should really read NorthernPolarity’s guide just like Dormammu said, I know I should’ve.

Finished in top 100 of the last PVE and Guild did good also so added 2 more cards to my mix. Still focusing on lvling my 1* team at the moment, have like 11k ISO still to spend on lvling them.
That 11K Iso will max any one of them out at this point of time. I believe that guide that was posted earlier has a Calculator on it.
I’d strongly consider getting a Daken if I were you. I can’t even begin to describe how much he’s helped me so far. He’s SUPER annoying to fight so you’ll get attacked less, and once you get him to 5/5 he pumps out decent strike tiles and heals like mad.
**'s you should strongly consider and focus on
Original Black Widow (has a heal great for not using healthpacks)
Classic Storm (Stun + aoe damage, be warned very squishy on defense)
Marvel Now Magneto (purple skill generates blue AP, great combo with C. Storm, again squishy)
Ares (Tons of Damage)
Daken (for previously stated reasons)
Most of the other **'s are pretty situational or downright bad (cough Bullseye and Moonstone cough)
The only * that you won’t entirely phase out as soon as you get some mid level **'s will be Modern Storm, so keep that in mind when leveling. I pretty much only leveled Iron Man when I first started and I still regret not making a decent Modern Storm out of the prologue rewards.
Another tip is pop by the character discussion boards and go into the topics for particular characters. They typically have what the community considers the best build for that character.

Your Storm is a little screwed up lol, it can’t be 5/4/5.
5/5/3 is probably the best setup for her since that can sit on your team for a long time and be super useful as a board reset.

Nice progression! Keep at it. Thor looks like he’ll be anchoring your upcoming 2* team. Your 2* hitters won’t surpass your maxed IM35 until around level 60-65, so I would hold off on leveling them till you can get them that high.
As for MStorm builds:
Against lower-level enemies, 5/3/5 is actually quite useful. That Hailstorm damage adds up when hitting a 1* or half-leveled 2* team. I know that I dreaded MStorm’s Lightning Strike → Hailstorm → Hailstorm combo until I was fielding a L65+ 2* team.
5/5/3 will be more useful in the longer run, when you’re up against enemies that will simply shrug off Hailstorm damage. You’ll be utterly inundated by her covers through standard tokens, so it’s very easy to respec to 5/5/3 when the time comes.
Bag-Man is somewhat useful at an early stage to counter PvE countdown tiles, but he’s the butt of forum jokes for a reason. Every other character you have is very solid, though.

Looking at my 2 star team now, trying to decide what is the best way to build them, any thoughts?
Max out your thor, then reevalute as you get more covers. Don’t put iso into Bagman.
That’s going to depend on the covers you get. Of your 2* characters, the only ones that I wouldn’t level are Bagman and Modern Hawkeye (well, Hawkeye’s a borderline case), so in general, if you get enough covers for them to get them to level 60+, pump them with ISO.

Try to get a team using all the 6 colors. I am currently using Wolverine, OBW and featured character mostly. Magneto pairs up nicely with CStorm. Ares is on par with Thor. Probably better even but getting covers for Thor might be easier. Daken is also good.

Thoughts on who I should drop from roster and who should keep from my guys waiting to be recruited???
My suggestion: drop Bag-Man, Modern Hawkeye, and Daken. Keep Modern Thor, Magneto Classic, and Falcon. Sell the Moonstone covers. Ragnarok isn’t great even though he’s a 3* so I’d sell him too.
little update
I vote for keeping Daken. Even though you can pick up his covers relatively easily, he can be extremely useful in fairly early. So, Bagman and Moonstone and maaaybe M Hawkeye would be the first to be sold. FYI, Ragnarok hasn’t proven to be terribly useful/popular since his nerf, so don’t feel to bad if you have to sell him in the end.
Man, that’s a tough one.
Sell Ragnarok, keep Falcon. Who to dump for Falcon is the tricky part. I would either dump Daken, MN Mags, or GSBW. Daken is strong, but you only have three covers in him. MN Mags is only useful as a support character for C.Storm, and while you have 7 covers total for him, you only have 1 purple, which is the power that really matters. GSBW’s good powers are green (massive damage) and purple (it feeds green). Her red is just along for the ride.
Of the three, I’d frankly sell GSBW, since her red power is her crappiest. Yes, she’s a 3*, but she needs 5 green covers to be truly useful, that red cover doesn’t matter much, and she likely won’t be featured in PVEs soon.
If I was in your situation, I’d sell X-Force. It will be quite a while before you can get his covers from tournaments as rewards. And keep Falcon, sell Bagnarok.
