Question stated in title. Maybe i missed this feature as i thought they were dropped items. After reading the forums i see other members talk about purchasing boosts for iso. How do i access this feature?
Ha, yeah, I was clueless about this at one point too, and I had to ask, too 
Once you’ve discovered (received from drop) a boost, if you use all of that boost that you have in stock, the option to buy them will appear in place of the boosts.
