No, 2s generally yield covers of their 3 equivalent. Exceptions are:
Hawkeye → IM40
Ares → Ragnarok
Moonstone → Hulk

There are a lot less 2-star characters than there are 3-stars so sadly Championing 2-stars can’t give covers for everyone. Almost all 4-star covers can be obtained by Championing 3-stars though, with the exception of Ant-Man, for some unknown reason.
