Why are legendary tokens a reward ever? It should always be 25 command points.
If i cant even get covers for the couple 5 stars i have wht would i buy the VIP pass? Either make all 5stars available on the tokens or change rewards to points.

Because they want you to:
A. Feel pressured to get the 5*'s maxed once a new character comes out.
B. Want you to have a chance of getting the new 5*'s so you’ll roster them.
By the time most people roster a 5 star, it is moved to the older legendary and no longer someone you can get covers for. You say part of the reason involves covering up a 5star but that isnt possible for a vast majority of people.
If anything the reasons you gave support the OP
