I think the tiers for 2*s goes something like this:

Ares
Thor
Wolverine
MN Mags/C.Storm/Daken
Everyone else
A team of OBW and Ares is extremely powerful until you start facing 2-3 141s at a time.

I’d go with Juggs.
If you still have MHawkeye, get rid of him and put in Doom.

Keep Juggs over Venom. Neither are useful beyond Lone Star tourneys and the occasional Heroic PVE that locks out 95% of all high-level characters, but Juggs is more useful in Lone Star Tourneys.
Meto’s 2* tiering is pretty accurate. MHawkeye is smack-dab in the middle of “everyone else.”
But what about doctor doom IS HE WORTH HE SEEMS VERY SITUATIONAL

Doctor Doom is pretty great for people barely getting into 3* characters, especially if you have a few covers in black already. He is the first 3* character that got me way further into the game, thanks to his attack tiles. I know MHawkeye gets a bad rap, but his abilities are really great for a 2* if his tiles don’t get destroyed, but I would advise you to hold on to him since he is getting a rework soon, although it might be a few months before that happens. The only real problem I have with him is his purple since that could get your other characters killed when you didn’t want them to.
You have LT? If you only have one or two covers, don’t even bother thinking about him yet since his covers are hard to come by, just continue focusing on your 3* team for the time being.
I actually opened 8 recruit tokens and out of one of those I got another LThor I already got rid of venom for him so I have 2 covers for him now
And I opened a star fall token and opened 1 heroic token and got another yellow Ares and a 2*BagMan BW Blue

I noticed that you still have a few 1* characters. Do you still use them or hardly ever? Because if you don’t I would recommend getting rid of Juggs and IM35. Getting rid of a 2* and 3* that will receive a makeover in the future isn’t worth getting rid of over 1* characters, considering they are already better than the 1*s. Keep buying cover slots so that this won’t be a problem again when you unlock newer and better characters.
And also as a side note, try getting MStorm to 5 red as that helps out a ton in PvEs, she’s the best 1* character.
Well right now I combine CStorm and IM35 and I really don’t use Juggs anymore
My MStorm is pretty easy to get to red so I just have to wait for 2 red I guess
Now the game asks me that I need 600hp for 2 slots and I got 625hp a few hours ago
So should I just use.the HP
With the amount of characters there are now, you can easily buy up 30+ roster slots and not regret it. Other than using shields if you’re at the point where you can do decent in PvPs, roster slots are the only good use of HP for players with developing rosters.

I would. It’s not worth getting rid of characters a lot more valuable than a 1* character, which are easy to build again.
with the new system of a chance of covers from winning battles you can rebuild any 1 star character to full covers within a week. 2 and 3 star covers are more valuable than Juggernaut who’s only use once you make the two star transition is Lone Star tourney’s as the others have been saying.

Whenever you get better character if you don’t have the cover slots. IM35 is still a 1*, so nothing changes.
But is it seriously better if I turn my MStorm-50(5/3/5) into MStorm-50(5/5/3) or (5/4/4)???
I have mine 5/5/3. 5 in red is important for me in PvEs since it helps me get rid of those environmental tiles faster so that I can set up a different ability.
