Yes, I just opened my no-pull November haul and out of 133 Elite tokens I pulled 2 Dr. Strange.
Out of 82 Heroics I did not get one though.

you aren’t guaranteed one per any amount of draws.
Same odds per token unless its a vault and you see one.
Since there is no token that guarantees 3+ the odds are heavily against you with 2’s having a higher chance in both you mentioned.
I pulled a yellow from a standard token lol. Only non-vault strange I have pulled.

I got him in a standard token the other day, of all places.
The posted percentage is only 0.6 % for both ET and HT. So opening less than 166 tokens of either your chances are gonna be low unless the RNG gods love you (spoiler alert: they don’t)

yeah - i have a well-documented poor relationship with RNGesus, what with my 5* rate is hovering at just about 7%.

Just to confirm, I was lucky enough to pull a 3 Strange token from a Heroic Token so it can be done.
I got a purple covr from an Elite the other day. Not especially helpful when he was 3/5/3 at the time and 3/5/4 now.
Still, I might manage to get a blue or yellow for him within 10 days, what do you think?

i trust the devs (not really), but the only 3 star Strange tokens I’ve gotten so far were from progression and Vaults
Pulled my 12th earlier this season, champed him through SSim, and pulled my 15th this morning in a heroic. They are out there, but like others have said…with 41 3*'s it’s not the easiest thing in the world to find.
Got one (and only one, a champ level) from my No-Pull November stash, out of an Elite token. He’s definitely in the draw tables now.
