Thieve’s Fortune will cast even if you choose ‘Not Now’
That’s kind of normal though isn’t it? It still has the kindred effect that can go off even if you choose not to fetch a card. Maybe it could not cast if you not now the selection and kindred is also going to do nothing.

I think it’s more common for stuff that targets.
Examples:
Stroke of Midnight
Sleep with the Fishes
Grim Bounty
We definitely have a lot of spells that will cast for a partial effect if you not now a selection.

Might be more of a judgement call on their end about if you might want to use the effects separately or not. Like with Stroke of Midnight it can be very useful to give the opponent that token creature without having to destroy a target creature. With Notion Rain it’s much less likely that you’d want to draw two cards if you’ve already declined the option to manipulate the top of your library with surveil. More prompts could resolve that by having a prompt to confirm casting it and a separate prompt for your selection but they seem to prefer to minimize prompts and keep the gaming moving over giving your more control.
