66 5/3/5 classic storm (prenerf)
53 2/5 rag. He’s still good for LR.
100 5/3/4 im40 going 5/4/4
55 4/2/3 punisher
55 5/3 Doom
50 4/3/4 bwgs
33 5/5/3 OBW (pre buff)
Got other characters but not a high ceiling til I get more covers.

Doom needs another ability and his level cap raised. He is a poor representation of the character.
I think you should go for those 3* character to level.
If I were you, I will go for Dr Doom as he can be useful for LR event and his ability does look scary once you have level on the blue covers which I have been missing it.
He can be use for most of the current event. Having Rag he’s only useful for LR event, PvE story he might not be able to use it as well.
Hope this give you a clear idea what you want for character to level up.
Punisher or Doom. They both have good colour selection. Punisher is better for PVE, Doom for LR.
Would have said OBW but you went 5/5/3 so focus on Doom and Punisher.
