Will winter soldier be in token packs with the new season

Since i can’t seem to recall an instance where a new toon is awarded the same day as a new season starts I was just wondering if he will be in event/heroic/legendary tokens. Since I’m looking only at t20 for hulk the miniscule chance of pulling one would be nice.

I think he’s looking for something beyond the 3 (2 + alliance t100) he’d get for t20
