I’ve earned two WAR packs so far in this event, but they aren’t appearing in the vault for me to open. My activity hub shows two items in the vault for me, but they aren’t there. Rebooting the app didn’t change anything.

Same here. There aren’t WAR packs in the store at all.
Same for me, but several people in my Coalition say they are able to access theirs…weird
We believe this has been fixed, and you should be able to open the WAR Boosters from the Elderspark event. Force close, then relaunch the game.
If you are still unable to see the boosters in your vault, drop a message to the CS team, please.
