For low levels, Hulk’s anger activates easily. If he’s taken down in combat, he’ll heal up in under an hour.

Abilities which activate based on starting hit points become gruesomely weaker as the character advances.
Characters should not heal more slowly as they gain in power.
Actually, Hulk’s ability is the only one that scales well. It’s % current HP (unlike Storm’s yellow), so the less health he has, the more likely he is to rage.
