Passive powers have never been considered “fired”.
Passive powers do not trigger Kamala Khan (Ms. Marvel)'s “Bring Out the Best”, which does in fact say “Whenever an ally fires a power…”
Passive powers do not trigger Strange’s “Flames of the Faltine” which also says “Whenever an enemy fires a power…”
“Fires a power” has a very specific, well established definition in MPQ.
Passive abilities are not “fired”.
And yet…
Here we see Man-Thing’s passively triggered Moment of Thought downing Boomerang. It’s a passive ability. It is NOT “fired”.
And yet…it’s triggering Boomerang’s Major League Pitcher.
And not only is it triggering from a passive ability which was not “fired” it’s doing so AFTER Boomerang has been downed.
You can “fire” an active ability and down Doctor Strange, and he doesn’t get to retaliate with his Flames before he goes down.
Boomerang’s Yellow not only retaliates against passive powers which were not “fired”, but it even triggers after he’s been downed.
Boomerang is more powerful than the Sorcerer Supreme.
