Riri with one blue cover only seems to attract one special tile

I haven’t played with Riri much, but was giving her a shot at for the Crash against Hulkbuster. I’ve got a single blue cover, so her power reads:

“Riri uses magnetic repulsors in her armor’s gauntlets to disarm her opponents. Attract 2 enemy Attack, Protect, and Strike tiles to the center of the board.”

I tried firing this off on a number of attempts after Hulkbuster used Overdrive (creating 2 strike tiles), or Hulk-Proof (creating 3 protect tiles). In each case I saw a single tile swap, moving only one of the special tiles to the middle of the board.

Is this a bug, or am I misunderstanding what the power is supposed to do?

I have on occasion seen a special tile be swapped out of the middle by this power. Don’t ask me why it would do this, as its bad enough functioning as written.
