So a lot of people don’t know what characters are currently “Vaulted” during a season and with a large number of characters being added recently, it doesn’t surprise me if most people who play just assume that they aren’t opening them due to luck reasons. What are people’s thoughts if at the beginning of a season if a Notification would pop up on the selection screen saying which characters have been let out?

I don’t recall there being any notification in-game - the only way the information is displayed is by looking at the drop % table for Heroic tokens.
Exactly, I didn’t know they rotated characters until a couple months ago. It definitely can impact when you use your Heroic tokens or purchasing Heroic packs. (Granted, I’m a F2P player)
There are a lot of things that aren’t really explained in game: PvE rubberbanding and refreshes, PvP points and retaliations, MMR, scaling,…that’s just off the top of my head. I’m sure there’s more. However, we also live in a world where people announce the most important events in their life over Twitter, so you’re probably just going to have to live with the fact that to find out some of these things you’re going to have to do a little search-fu. Check the forum, look at the token drop rates, or risk asking a person in real life…if you dare. 
I’m not suggesting for them to explain everything, but letting people know what characters they can get (since this is currently basically only exclusive to 3*'s) would help drive activity for certain players or let people know when the best time to spend Tokens, HP, and real money to get characters they’ve wanted.
I don’t see why it can’t be an option to view in the Season section of the game itself. Something that the player can go back and reference in between fights. Why not?

Well it wouldn’t be helpful for us - we already found the forum.
I’d be a little cautious about “unleashing the masses” upon us - we’d have a butt-tonne of extra forum noise

Token odds are clearly posted on the purchase page. There is a forum topic with the current rotation. What more do you want? Flashing neon lights next to the characters that are available? The information exists, people just need to get it.
If you press Cog icon to go into Options, then Help → What’s New you will also get news, including vaulting rotation.
Not exactly in the best spot.
How about an in game pop up or that you can “choose not to view again” after reading, like most games do?
Interestingly enough, this doesn’t work on the Steam version. Hitting “Help” opens up an email to contact customer support.
They are “clearly” posted in an absurdly long list with an endless procession of identical odds that there is no earthly reason for a person to examine closely unless they are already aware of the Vaulting process. This is not a useful way to convey information.
D3 really should tell players that Vaulting is a thing in a clear and public fashion. The current mechanisms are however probably sufficient to convey WHICH 3* are vaulted.
It’d be nice if they cleaned up their odds display to group tokens with the same odds more clearer. Right now it’s a mishmash of everything. Eg: Make this change:

i agree but dang those are bad odds
