I missed the classic part, but if the bug was in effect, even if there were 13 blue and red tiles it wouldn’t have done anywhere close to 4K since it’d be using base level ability damage which is why I thought we’re talking about Magneto MN.
It sounds like you don’t have the bug at all so the former is a normal MT and the latter case must have been one where there were almost no blue or red tiles left to translocate.
MT does damage equal to the list damage per tile times the number of swaps, which is never greater than the lesser of number of red and blue tiles. If there are no red tiles, MT will do no damage regardless of how many blue tiles are out, and same thing if there are no blue tiles + some red tiles.
