With the 3.9 release there is a change in behavior with Dream Eater with its surveil. If you do not return a creature at the end whatever choices you made in the surviel step are nullified and do not happen. I am pretty confident that was not the way it worked before.
Every update changes the way this card works lol. I don’t think anyone knows what is right and what is wrong at this point.
